北京大兴国际机场公共艺术创作国际竞赛任务书
一、竞赛背景
北京大兴国际机场位于北京市大兴区与河北省廊坊市交界处，总建筑面积约为140万平米，是目前全球最大的机场航站楼。预计将于2019年6月30日竣工验收，2019年9月30日投入运营。作为一座超大型国际航空综合交通枢纽，北京大兴国际机场将以高效便捷的功能组织和人文绿色的建筑理念迎送八方宾客，成为首都新的枢纽门户和京津冀区域协同发展的强大动力，以及中国实施“一带一路”战略的重要窗口。
北京大兴国际机场建成后将成为 “中国第一国门”，是中国国家形象的新名片，吸引全球瞩目。秉着建设“平安、绿色、智慧、人文”机场的要求，我们将为这一全球顶级公共空间公开遴选公共艺术创作方案并落地实施。本次大赛将以打造世界上最繁忙的美术馆（From Airport to“Artport”）为核心目标，旨在全球范围内发起对新时期机场公共空间艺术化的探索以及对人们出行生活方式的思考。
“2018北京大兴国际机场公共艺术创作国际竞赛”由北京新机场建设指挥部与中央美术学院联合主办，面向全球艺术家、建筑师、设计师、艺术院校，以及相关艺术、设计机构征集优秀公共艺术创作方案，期待你的参与。
二、竞赛内容
北京大兴国际机场公共艺术创作作品点位（CAD）、设计原则、现场照片等文件详见附件。
三、创作导向
北京大兴国际机场公共艺术创作设计方案需符合以下几个特性：
艺术性：创作方案应具有极高的艺术水准，能够充分体现卓越艺术审美价值；
文化性：创作方案应具备丰富的文化内涵，能够充分体现中国优秀传统文化的传承与转化；
国际性：创作方案应体现广阔的国际视野，能够充分体现国际文化的交流与融通；
创新性：创作方案应注重创新的时代语言，鼓励新形式、新方式，体现艺术与科技的有机结合。

五、竞赛流程
1. 报名时间：
本次竞赛于2018年10月12日（北京时间）开启，于2018年12月2日（北京时间）截止（以下简称“截止时间”）。任何于截止时间之后送达作品者，均不具有应征资格。
2. 作品提交
（1）应征者无需缴纳任何报名或参与费。
（2）应征作品提交方式：将填写完整的电子版《报名登记表》（见附件）及参赛作品通过电子邮件形式发送到竞赛指定邮箱：
（3）应征作品一经送达，即视为应征者已全部知晓并完全接受本征集规则。应征文件不符合本规则要求的，应征者可于截止时间之前补正。
3. 作品评选
（1）由相关领域专家组成的评审团对应征作品进行评选。
（2）初选：2018年12月2日——2018年12月15日，评选出10件入围作品。
（3）复选：2019年1月30日举行复选评审会，由评审团从深化后的10件入围作品中评选出2件优胜作品。

六、作品提交要求
1.作品多角度效果图，尺寸为1920*1080像素（宽*高），RGB色彩模式，JPG格式。
2.如需增加视频动态文件阐述设计理念和应用，可将视频发送至指定邮箱。
3.作品的提交应包含视觉形象的设计图及设计说明。
4.设计说明有助于评选时评委对作品的理解，其内容旨在阐述作品设计思路、理念。说明文字应当简洁明了，格式清晰，表述完整。
5.递交的作品画面中不应出现任何与创作者有关的信息，所有此类信息只能按要求填写在《报名登记表》中。
七、奖项设置
1.初选：入围奖10名，分别奖励3万元；
复选：优胜奖2名，分别奖励10万元。
2.上述奖金金额指税前金额。获奖者应按照相关国家及地区（包括但不限于中华人民共和国）的法律规定纳税。
3.获奖者有义务在本活动的设计优化期内根据评审团意见对获奖作品进行优化，以确保方案得到有效实施。获奖者在必要时需承担设计深化工作，创作设计费用根据需深化程度另行协商。
4.将向所有入围和优胜获奖创作者颁发由组织方署名的获奖证书。
5.奖金（现金或支票）和获奖证书交付作品的应征者或其书面指定的代表。应征者不止一人的，奖金（现金或支票）和获奖证书交付《报名登记表》中“创作者”一栏排名最靠前的应征者或其书面指定的代表。
6.评选揭晓后，将在中央美术学院官网上公布获奖者名单。
八、参赛规则
1.收到的所有应征作品一概不予退还，应征者请自留底稿原件。
2.应征期间，应征者不得将参赛作品转让或授权给任何第三方，不得用于参加与本赛事相同或类似的其他活动。
3.应征者须确认拥有所提交作品的完整著作权及版权，确认提交作品从未转让或许可给任何个人或机构。
4.请应征者务必保留好作品源文件，最终获得优胜奖、入围奖的艺术作品需提交作品源文件，并签署相应版权协议书，未签署者视自动放弃获奖资格。
5.最终获得优胜奖、入围奖的艺术作品创作者不得用获奖作品参与与本赛事相同或类似的其他活动。
6.应征作品的著作权受中国法律保护。最终获得优胜奖并建设实施的艺术作品，除署名权以外的一切知识产权归组织方与作者共同所有。
7.组织方对包括本规则在内的本次征集活动的所有文件保留最终解释权。任何与本次征集活动有关的未尽事宜，均由组织方进一步制定相应规定或进行解释。
8.本次征集活动适用中华人民共和国法律。

Beijing Daxing International Airport Public Art Global Competition Instruction
I. Competition background
Beijing Daxing International Airport is located at the junction of Daxing District of Beijing and Langfang City of Hebei Province, the total construction area is 1.4 million square meters, the biggest airport terminal in the world today. The construction will complete on June 30, 2019, plan to be in use on September 30, 2019. As the super-large integrated international aviation terminal, Beijing Daxing International Airport will welcome global guests with efficiency and conveniency of the system, with Humanistic Green Architectural Concept. It is going to be the new hub and gate of the capital and the dynamic force for the Beijing-Tianjin-Hebei regional development coordination. The new airport is also an important window for China to implement the “One Belt, One Road” strategy.
Beijing Daxing International Airport is going to be the “China Gate”, a new name card for China’s national image to attract global attention. With the vision of building a “safe, green, intelligent and humanistic” airport, we sincerely invite Global Artists and Art Communities to participate in our Daxing Public Art Global Competition, we will select the best ideas and Art Works to implement in the world most grand airport Public Space. The competition will focus on building the world’s Busiest Art Gallery (From Airport to “Artport”). The purpose of this event is to invite people to explore and think how to artistically use the airport public space and what about being a traveler as the lifestyle.
"2018 Beijing Daxing International Airport Public Art Global Competition" is jointly sponsored by Beijing New Airport Construction Headquarters and the Central Academy of Fine Arts. It collects outstanding public art from Artists, Architects, Designers, Art Institutes, and related Art and Design Organizations around the world.

II. Competition content

III. Creative Orientation
The public art design and plan for Beijing Daxing International Airport must meet the following characteristics:
1. Emphasizing artistry: the creative scheme should have a high level of artistic quality and fully reflect the aesthetic value of excellence in art;
2. Culturally: The creative plan should have rich cultural connotations and fully reflect the inheritance and transformation of China’s excellent traditional culture;
3. Internationalism: The creative plan should reflect a broad international vision and fully reflect the exchange and integration of international cultures;
4. Innovative: The creative plan should focus on the language of innovation, encouragement for new forms and new ways, and embody the organic combination of art and technology.

V. Competition process
1. Registration
The competition will begin on October 12, 2018 (Beijing time) and end on December 12, 2018 (Beijing time) (hereinafter referred to as "the deadline"). Anyone who delivers the work after the deadline will not be eligible
2. Submission of works
(1)Applicants are not required to pay any registration or participation fees.
(2) How to submit: Please fill up the electronic version of the Registration Form (see the annex) completely, then send the E version application to the assigned Email Box:
(3) Once the application has been delivered, it is assumed that the applicant has fully understood and fully accepted the rules of this collection. If the application documents do not meet the requirements of these Rules, the applicant may make corrections before the deadline.
3. Selection
(1) A jury composed of experts in related fields will select the corresponding works.
(2) Primary selection period: December 2, 2018 - December 15, 2018, there will be 10 final works selected and reviewed.
(3) Re-election meeting: On January 30, 2019, a jury will be held. The jury will select two winners among the 10 art works.

VI. Requirement for Project submission
1. Multi-angle renderings of the work, the size is 1920 * 1080 pixels (width * height), RGB color mode, JPG format.
2. In case you need to add video files to illustrate the design concepts and applications, please send the video to the assigned Email.
3. The submission of the work should include a Visual Image of the design and Design Instructions.
4. Design Description is helpful for the judges to understand the works at the time of the selection. The description content is intended to explain the design ideas and concepts of the works. The explanations should be concise and clear, with a clear format and complete presentation.
5. No creator-related information should appear in the submitted work screen. All such information can only be filled in the Registration Form as required.
VII. Awards
1. Primary selection: Ten Nomination Prize, awards ?30,000RMB respectively.
Re-election: Two winners for the Great Prize, awards ?100,000RMB respectively.
2. The above prize amount refers to the pre-tax amount. Winners shall be taxed in accordance with the laws of the relevant countries and regions (including but not limited to the People’s Republic of China).
3. Winners are obliged to improve the winning entries based on the comments of the jury during the design improving period of the event to ensure effective implementation. Winners are required to undertake design deepening work when necessary, and the cost of creation and design will be negotiated according to the degree of deepening.
4. All Prize Winners will be awarded with Certificate signed by the organizer.
5. The prize (cash or cheque) and Certificate will be given to the person who delivered the winning piece or according to the written designation. If the applicant has more than one person, the bonus (cash or cheque) and the award Certificate will be delivered to the top applicant in the “Creator” column of the Registration Form or its written designation.
6. After the Winners are announced, the Winer list will be posted on the official website of Central Academy of Fine Arts.
VIII. Entry rules
1. All submitted works will not be returned, and the applicants should keep the originals files.
2. During the application period, the applicant shall not transfer or authorize the entry to any third party, and may not use it to participate in other activities that are the same or similar nature to the competition.
3. Applicants must 18 the Complete copyright and the copyright of the submitted work. Please 18 that the submitted work has never been transferred or licensed to any individual or institution.
4. Applicants must keep the source documents of the works, both Great Prize and Nomination Prize winers must submit the source documents of their works, and sign the corresponding copyright agreement, the person for any reason is unable to sign the agreement, will automatically waive the winner qualification.
5. Both Great Prize and Nomination Prize winers may not participate in any other activities that are the same or similar nature to the competition with the winning entries.
6. The copyright of the application is protected by Chinese law. All the intellectual property rights other than the authorship right will be jointly owned by the organizer and the author.
7. The Organizer reserves the right of final interpretation of all documents of this solicitation activity including this rule. Any unfinished matters related to this solicitation activity shall be further formulated or interpreted by the organizer.
8. This collection activity applies to the laws of the People’s Republic of China.
